Since 2017, Dr. Phoel has worked with global corporations seeking to increase their portfolios of innovative, high-risk/high-reward technology developments. In that capacity, he has assessed and advanced technologies in wireless communications, renewable energy, and artificial intelligence; and he has developed frameworks for successful program initiations. From 2013 until 2017, Dr. Phoel served as a Program Manager at the Defense Advanced Research Projects Agency (DARPA), where he initiated and cultivated research efforts on wireless systems, novel techniques for protecting from attacks, and adaptability for operation in complex environments.

Prior to DARPA, Dr. Phoel was a Senior Member of the Technical Staff at MIT Lincoln Laboratory where he guided research and development in protected wireless communications, including anti-jam techniques and analysis, interference cancellation, and wireless networking protocol attacks. He advised senior leaders in the Defense Department on topics related to communication technology such as tactical network scalability and integration challenges among satellite, air-air, and air-ground networks.

Dr. Phoel earned a Ph.D. in Electrical and Computer Engineering from Northwestern University, and M.Eng. and B.S. degrees in Electrical Engineering from Cornell University. He is a Senior Member of the IEEE and a recipient of the Office of the Secretary of Defense Medal for Exceptional Public Service.
