Abstract

Apparatus and method for encoding speech using a codebook excited linear predictive (CELP) speech processor and an algebraic codebook for use therewith. The CELP speech processor receives a digital speech input representative of human speech and performs linear predictive code analysis and perceptual weighting filtering to produce a short term speech information and a long term speech information.

Abstract

A precoding scheme for noise whitening on ISI channels is presented where the scheme permits any type of shaping and is compatible with trellis coding. Its implementation complexity is significantly less than that of trellis precoding. The resulting reduction in shaping gain is small and becomes negligible as the rate per 2D of the constellation increases. This technique uses a structured vector quantization (SVQ) technique for optimal shaping of the constellation.

Abstract

A method for selecting the most cost-efficient configuration for backbone links in a distributed data network is disclosed. The method identifies candidate links between pairs of backbone nodes, evaluates the effect on the network of adding each candidate link to the network, and adds to the network those candidate links which produce a cost savings in the network.

A method for constructing and utilizing a distributed data communication network that will meet its performance specifications in the most economical and efficient manner. The steps of the method include clustering terminals based on their proximity and traffic; selecting backbone node sites based on cost; designing the access network composed of terminals, concentrators, backbone nodes and the links between them; generating a backbone link topology; and determining routes in the backbone given the backbone topology and a traffic matrix.

Abstract

A method for estimating the translational motion of an object is provided that first computes a plurality of DCT/DST coefficients for two sequential frames. These transform coefficients are then used to compute a pseudo phase function which is then fed into an inverse transform decoder. The output of the decoder is searched for peak values which are then used to determine the displacement of the object.

Abstract

A frame relay network planning tool is provided for analyzing the status of an existing network, for evaluating the condition of any user defined configuration, and for optimizing the expansion of the network based on demand and costs. The tool recommends the optimal locations of new switches, the configurations of existing switches and the placement of new trunks, and backhaul locations where desirable. The tool attempts to optimize the network configuration for the given demand by a sequence of network configuration changes.

An algorithm is created and applied to reconstruct the wavelet coefficients of an image from the Radon transform data for use in computed tomography, with a disclosed method that uses the properties of wavelets to localize the Radon transform such that a local region of the cross section of a body can be reconstructed using almost completely local data to significantly reduce the amount of exposure and computations in X-ray tomography.

Abstract

A magnetometer uses a material exhibiting the Faraday effect, in which the polarization of light transmitted through the material is changed in response to a magnetic field. When the material is placed in a Fabry-Perot cavity, multiple reflections of the light within the Fabry-Perot cavity increase the change in polarization and thus the sensitivity of the magnetometer. Other effects that alter the polarization of light can be employed instead.

Abstract

From layout and attenuation data of an area and an initial guess, the placement and power levels of base stations and the resulting attenuation and base station ranges are calculated based on any chosen propagation model. A cost function is calculated which indicates the merit of the initial guess placement. The cost function is a function of the transmitter locations and power levels and can be calculated as a linear combination of the uncovered and interference areas. Other cost functions can also be considered.

Abstract

A probe includes first and second single-mode optical fibers with a semi-reflecting mirror between them. The second optical fiber is tapered by heating and pulling. The semi-reflecting mirror, the tapered portion, and the sample form a Fabry-Perot cavity. The probe can be used in a system having a differential interferometer which provides the appropriate path difference with a mirror on a piezoelectric transducer.
